James (Jim) Phillips is a partner in Centre Law Group and the Executive Vice President of Centre Consulting, Inc. Jim is a practicing federal contracts attorney representing federal contractors in all federal contracting matters and arenas, including contract disputes, bid protests and compliance issues. Jim is a nationally known expert in both GSA and VA Federal Supply Schedules. Jim oversees Centre's GSA and VA Schedules practice group. Jim has thirty years of federal government contracting experience.

Career Highlights:

• Jim has resolved contract disputes on behalf of clients before every significant government contracts tribunal, including the United States Court of Federal Claims, the United States District Courts, the Armed Services Board of Contract Appeals, the Civilian Agency Board of Contract Appeals and the United States General Accounting Office.
• Jim is one of the few private sector lawyers to have successfully prevailed on procurement protests before both the General Accounting Office and the United States Court of Federal Claims. See American Security Programs, B-402069 (January 15, 2010) & MVM, Inc. v. United States, 47 Fed. Cl. 361 (2000).
• In 2005 Jim established a landmark ruling establishing contractor rights to recover the costs associated with preparing requests for equitable adjustment as part of the compensation owed for Government changes and performance delays. See Advanced Engineering & Planning Company, 05-1 BCA P32935 (April 14, 2005).
• Jim has significant experience counseling clients on cost accounting and pricing issues under federal contracts, and regularly assists his clients in responding to audits by the Defense Contact Audit Agency and/or the Office of Inspector General for the various agencies.
• Jim is a recurring instructor on numerous federal contracting subjects for the National Contract Management Association and Centre's Federal Contracting Institute.
